Reduces the snowmobile search and rescue fund allocation from $2.00 to $1.00 per certificate, while maintaining $1.00 allocations to the avalanche fund and Department of Lands

Expands authorized uses of the off-road motor vehicle account to include securing leases, permits, and easements on private, state, or federal land; trail development; rider education programs; and acquiring federal matching funds

Creates new trespass provisions making violation of landowner-posted closures, restrictions, or rules for snowmobile/OHV use punishable under existing trespass law (Section 18-7008)

Establishes detailed formula for distributing off-highway vehicle law enforcement funds to counties, with a $2,500 minimum allocation and remaining funds split based on use area designations (50%), safety certificates awarded (25%), inspections (12.5%), and citations issued (12.5%)

Restructures the Off-Highway Vehicle Advisory Committee to include separate representation for motorbike, ATV, and UTV/specialty vehicle riders from each of three geographic regions (northern, southwestern, and southeastern Idaho)
