Amends Idaho Code Section 18-7108 to add a new exception permitting lawful entry onto private land as authorized in sections 7-705, 40-1310, 40-2301, and 54-1230, Idaho Code (covering areas such as property access, highway rights-of-way, and professional licensing)

Renumbers the existing subsection on habitation and curtilage protections from subsection (9) to subsection (10) to accommodate the new provision

Preserves all existing exceptions allowing government entry on private land, including for lawful investigations, exigent circumstances, civil process, welfare checks, water rights administration, and noxious weed control

Declared an emergency measure, taking effect immediately upon passage and approval rather than following the standard effective date
