Adds three new definitions to Idaho Code: "wastewater system" (facilities for collection, treatment, and disposal of sewage), "wastewater service connection" (physical point where customer piping connects to the system), and "wastewater corporation" (entities owning or operating wastewater systems for compensation)

Wastewater corporations with fewer than 100 service connections are exempt from regulation as public utilities

Adds wastewater corporations to the definition of "public utility" under Idaho Public Utilities Commission jurisdiction, alongside common carriers, pipeline, gas, electrical, telephone, and water corporations

Authorizes the Public Utilities Commission to assess reasonable fees to regulated wastewater corporations, limited to actual oversight and regulation costs

Declares an emergency and takes effect July 1, 2026
