Idaho Legislature encourages expanding used nuclear fuel (UNF) reprocessing research, demonstration, and commercialization at Idaho National Laboratory (INL) to convert spent fuel into reactor-ready fuel for domestic and international reuse

Legislature declares that UNF reprocessing is not inherently in conflict with the 1995 Settlement Agreement between Idaho, DOE, and the Navy, which established limits on nuclear waste allowed into the state

If the 1995 Settlement Agreement restricts reprocessing activities, the Legislature urges the Governor and Attorney General to renegotiate and modify restrictions in exchange for significant financial compensation to Idaho

Governor and Attorney General are requested to report to the Legislature in the 2027 session on progress, including negotiations for federal compensation and efforts to support INL research programs

Resolution responds to President Trump's May 23, 2025 executive orders on nuclear energy, particularly Executive Order 14302 directing development of national spent nuclear fuel management policy and reprocessing capabilities
