Calls on the Trump administration and Congress to mandate that livestock depredation claims (primarily from wolves and grizzly bears) cannot be used as a basis for modifying or revoking federal grazing permits

Directs the U.S. Forest Service and Bureau of Land Management to promulgate rules protecting grazing permittees from losing grazing privileges based on wildlife depredation claims

Addresses concern that livestock operators are not reporting depredation claims to state boards (Idaho Wolf Depredation Control Board and Idaho Depredating Wildlife Appeals Board) for fear of federal retaliation against their grazing permits
