Proposes amending Article IX, Section 8 of the Idaho Constitution to create a separate "public lands trust" for certain federal lands granted to or acquired by the state, distinct from existing state trust lands

Prohibits the sale of lands held in the new public lands trust, though exchanges for other lands may occur with two-thirds legislative approval

Requires the State Board of Land Commissioners to manage these lands using best management practices that avoid permanent impairment, conserve resources, and coordinate with state agencies to promote public recreation, scenic values, watershed quality, and wildlife habitat

Creates a "public lands trust fund" in the state treasury to receive revenues from these lands, with proceeds appropriated first to operating and maintenance costs, then to county compensation, public access improvements, and primary/secondary public education facilities

Directs the Secretary of State to place the constitutional amendment question before voters at the next general election
