Amends Illinois Vehicle Code Section 11-1002 to require drivers to "stop and yield" the right-of-way to pedestrians crossing at crosswalks when traffic control signals are not in place or operating, removing the previous language allowing drivers to merely slow down.

Amends Section 11-1002.5 to apply the same "stop and yield" requirement in school zones on school days (7 a.m. to 4 p.m.) when school children are present and pose a potential hazard.

Establishes penalties for violations in school zones: first violation is a petty offense with minimum $150 fine; second or subsequent violations carry a minimum $300 fine.

Requires an additional $50 surcharge on fines of $150 or more for school zone violations, payable to the relevant school district(s) for school safety purposes ($25 each to elementary and high school districts in dual school districts).

Takes effect upon becoming law.
