Amends the Illinois Food, Drug and Cosmetic Act to add a new prohibited act (Section 3.23) banning the sale, offering for sale, or delivery of energy drinks containing stimulants to persons under 18 years of age.

Specifies that prohibited stimulants include caffeine, taurine, and guarana, among other similar substances.

Updates Section 3 of the Act to extend the range of enumerated prohibited acts from Sections 3.1 through 3.21 to Sections 3.1 through 3.23.

Authorizes the Director to seek injunctive relief in circuit court to restrain violations of the revised prohibited acts, including the new energy drink restriction.
