Establishes a Nomination Panel composed of 7 members appointed by the Governor, Attorney General, and Secretary of State to provide nominees for State Board of Education appointments, replacing direct gubernatorial appointments.

Requires State Board of Education members to include one former school board member, one former district superintendent, one former teacher, and one person with significant business experience among the 9 total members.

Changes member term lengths from 4 to 6 years, with staggered expiration dates beginning in 2011-2021, and limits members to a maximum of 2 full-year terms.

Requires the State Board of Education to submit annual budget reports to the General Assembly detailing public hearings conducted, participants, budget discussions, and staffing needs.

Prohibits candidates for State Board appointment from engaging in ex parte communications relating to education regulation and requires applicants to disclose communications with government officials within the previous year; false disclosure is a Class 3 felony.
