Creates the Internet Voting Commission within the State Board of Elections consisting of 12 members of the General Assembly, with the Senate President, Senate Minority Leader, House Speaker, and House Minority Leader each appointing 3 legislative members.

Commission shall study and recommend to the General Assembly a system of voting via the Internet for elections beginning in 2012, with internet voting to supplement rather than replace existing voting systems.

Commission members shall designate a chairman, meet as needed, and report findings to the General Assembly as expeditiously as possible, with recommendations taking effect upon enactment by Public Act.

Commission members receive no compensation but shall be reimbursed for expenses incurred in performing their duties from appropriated funds.

Commission is abolished and the Act is repealed on January 1, 2011.
