School boards must develop policies and adopt rules prior to the 2010-2011 school year addressing prevention of infections transmitted by blood or bodily fluid contact.

Required policies must include U.S. Centers for Disease Control and Prevention universal precautions, recommendations for health care professional testing, and summaries of applicable state and federal confidentiality laws.

Schools are not required to pay for any testing recommended under these policies and rules.

The State Board of Education, in consultation with the Department of Public Health, must develop and disseminate a model exposure policy and training program to school boards at no cost via video, electronic, or other means.

Requirements apply to all school districts and public schools in Illinois, including special charter districts, Department of Corrections school districts, laboratory schools operated by public universities, and alternative schools operated by regional superintendents of schools.
