Beginning July 1, 2010, all newly purchased school buses must be equipped with seat safety belts for each passenger.

State Board of Education shall adopt rules requiring school districts to mandate that all passengers wear seat safety belts on those buses.

School bus drivers cannot be held personally liable for passengers' failure to wear seat safety belts, except in cases of willful and wanton conduct.

Regulation of seat safety belts on school buses is declared to be exclusively under State jurisdiction, denying home rule powers to municipalities.

Implementation of this mandate does not require reimbursement by the State.
