Amends the Firearm Owners Identification Card Act to add Section 13.1 regarding municipal and county firearm regulations.

Prohibits counties, including home rule counties, from requiring firearm registration or imposing restrictions on acquisition, possession, transportation, carrying, and transfer of firearms, firearm attachments, and firearm ammunition beyond those in the Act and Criminal Code of 1961.

Preserves existing municipal ordinances that require registration or impose greater restrictions on firearm acquisition, possession, and transfer than state law.

Designates the county restriction provision as a denial and limitation on home rule county powers under the Illinois Constitution.

Takes effect immediately upon becoming law.
