IL HB0193

Amends the Counties Code to allow one or more contiguous townships in Cook County to disconnect from the county and form a new county.

Permits disconnection through either township governing body ordinance or by petition signed by at least 10% of township electors.

Requires voter approval by referendum before any disconnection takes effect, with the referendum question submitted to township electors at the next general election.

Explicitly preempts home rule powers and functions under the Illinois Constitution regarding this disconnection process.

Takes effect immediately upon becoming law.
