Amends Section 27-8.1 of the School Code to require that eye examinations for children enrolling in kindergarten include the use of dilating drops for internal and external examination.

Requires eye examinations to be performed by physicians licensed to practice medicine or licensed optometrists within one year prior to enrollment.

Eye examinations must include history, visual acuity, subjective refraction, internal and external examination with dilating drops, glaucoma evaluation, and other necessary tests at the examiner's discretion.

Children must present proof of eye examination by October 15th of the school year; schools may hold report cards until examination is completed or scheduled within 60 days of the deadline.

Allows the Department of Public Health to establish waivers for children facing undue burden or lack of access to qualified eye care providers, and prohibits schools from excluding children due to parental failure to obtain an examination.
