Creates new offense of "perpetual harassment" under Criminal Code of 1961 (720 ILCS 5/12-7.7)

Defines perpetual harassment as purposely and repeatedly harassing another person or following another person with intent to harass

First conviction is a Class A misdemeanor

Second or subsequent conviction against the same victim is a Class 4 felony

Defines "harass" as conduct directed at a specific person that serves no legitimate purpose, would cause a reasonable person substantial emotional distress, and actually causes substantial emotional distress to that person
