Amends the Illinois Plumbing License Law to add Section 35.5 establishing standards for reclaimed water recycling systems regulated by local government units.

Defines "reclaimed water" as a combination of harvested storm water, domestic potable water, and air conditioning condensate water.

Requires all reclaimed water systems to comply with Illinois Plumbing Code (77 Ill. Adm. Code 890), including specifications for piping materials, testing, inspection, filtration, and reservoir construction.

Establishes separate requirements for water closet/urinal flushing systems (minimum 50-gallon reservoir capacity, disinfection with chlorine/iodine/ozone, blue or green dye) and landscape irrigation systems (2-day water supply, no disinfection or dye required).

Permits state and governmental units to install reclaimed water systems provided they meet all requirements in this Section; takes effect immediately upon passage.
