Creates the offense of uninsured operation of a motor vehicle when a person operates an uninsured vehicle in violation of Section 7-601 and causes bodily harm to another person as a proximate result.

Establishes uninsured operation of a motor vehicle as a Class A misdemeanor under the new offense provision.

Maintains existing penalties for operating an uninsured vehicle as a business offense with fines between $500 and $1,000, except for the new Class A misdemeanor offense.

Allows first-time offenders who obtain liability insurance by their court appearance to pay a $100 fine and receive court supervision instead of conviction, provided they maintain insurance throughout the supervision period.

Imposes a 3-month driver's license suspension for uninsured vehicle operation convictions, with a $100 reinstatement fee required, and additional 6-month suspension for violations while suspended.
