Amends the Election Code to measure the 100-foot campaign free zone around polling places from each entrance to the building containing the polling room, rather than from each entrance to the polling room itself.

Simplifies placement requirements for campaign free zone markers by removing complex provisions for multi-story buildings and buildings where the 100-foot distance ends within the interior.

Allows churches and private schools to elect to expand the campaign free zone to their entire property if the 100-foot measurement ends on their grounds, with markers placed at property boundaries.

Designates polling place property beyond the campaign free zone as a public forum where persons may congregate and engage in electioneering, including placement of temporary signs, while polls are open.

Establishes that regulation of electioneering on polling place property is an exclusive state power, voiding any conflicting local ordinances or home rule regulations.
