Amends the Southwestern Illinois Development Authority Act to replace the Director of Central Management Services with the Secretary of Transportation as an ex officio member of the Authority's 14-member governing board.

Maintains the Authority's territorial jurisdiction over Madison, St. Clair, Bond, and Clinton counties in Illinois, including navigable waters and airspace within those boundaries.

Preserves the composition of 12 public members appointed by the Governor (6 members with Senate consent) and county board chairmen from the four counties, with 8 members constituting a quorum.

Requires the Executive Director to have background in finance, bond issuance, real estate, or economic development and serve at the Board's discretion as the chief administrative officer.

Authorizes the Board to establish a task force to study and make recommendations on economic development of East St. Louis and the riverfront region within the Authority's jurisdiction.
