No person or entity other than the Illinois State Toll Highway Authority may operate or administer a non-9-1-1 system for responding to emergency or non-emergency assistance calls on Illinois toll highways.

The Authority is prohibited from operating or administering any non-9-1-1 system for responding to emergency assistance calls on toll highways.

The Authority may establish and operate a non-9-1-1 system for non-emergency assistance calls only if the phone number does not contain the digit "9".

The Authority cannot promote or advertise the use of any system other than 9-1-1 through signs or other means for emergency or non-emergency assistance on toll highways.

The Act takes effect immediately upon becoming law.
