Amends Section 30-22 of the Illinois Procurement Code regarding responsible bidder requirements for state construction contracts.

Limits apprenticeship and training program participation requirements to only those trades specified in the bid that will be used on the project and that have available apprenticeship or training programs.

Changes the federal entity name from "Bureau of Apprenticeship and Training" to "United States Department of Labor's Employment and Training Administration, Office of Apprenticeship" for program approval and registration.

Maintains all other responsible bidder requirements including compliance with prevailing wage laws, equal employment opportunity laws, insurance coverage, valid identification, and applicable federal requirements.
