HB0329 Summary

• Amends 55 ILCS 5/2-3002 to change county board referenda from advisory to binding in counties with populations under 3,000,000 and township form of government

• Allows binding referenda to address the number of county board members (between 5 and 29), district structure (single-member districts, multi-member districts, or at-large), cumulative voting rights, or any combination of these three questions

• Permits referenda to be initiated either by county board ordinance (requiring majority board approval) or by written petition signed by at least 8% of votes cast for Governor in the preceding gubernatorial election

• Referenda questions are placed on the ballot at the general election designated in the petition or ordinance

• Takes effect immediately upon enactment
