Requires grocery store owners in Illinois to implement a plastic bag recycling program within 90 days of the law's effective date.

Grocery stores must establish visible, easily accessible collection bins marked to indicate their purpose of collecting and recycling plastic bags distributed to customers.

Grocery stores must arrange for the pickup, transport, and recycling of plastic bags deposited in their collection bins.

Imposes civil penalties of $500 for the first violation, $1,000 for the second violation, and $2,000 for each subsequent violation, enforceable by the Attorney General or county State's Attorney.

Repeals the existing Plastic Bag Recycling Act and takes effect immediately upon becoming law.
