Creates the Residential Building General Contractor Act requiring registration of residential building general contractors with the Department of Labor beginning January 1, 2010.

Establishes a 7-member Residential Building General Contractor Board in an advisory capacity, with 4 experienced contractors, 2 association representatives, and 1 public member.

Prohibits unregistered practice of residential building general contracting with civil penalties up to $10,000 per offense and criminal penalties (Class A misdemeanor for first offense, Class 4 felony for subsequent offenses).

Requires municipalities issuing building permits to verify applicants are registered under the Act and prevents subcontractors from placing liens against property if the general contractor fails to pay them.

Sets the Act to expire on January 1, 2020 under the Regulatory Sunset Act and establishes the Residential Building Contractor Fund to pay administration expenses from registration fees.
