Amends the Campus Security Enhancement Act of 2008 to require higher education institutions to develop National Incident Management System-compliant emergency response plans in partnership with county or major municipal emergency management officials, with annual minimum training and exercises.

Requires institutions to develop inter-disciplinary and multi-jurisdictional campus violence prevention plans that coordinate among campus and local mental health and first response resources, as well as with governmental agencies and school districts contiguous to the institution.

Campus violence prevention plans must include a campus violence prevention committee and campus threat assessment team.

County and major municipal emergency managers and Illinois Emergency Management Agency regional coordinators shall assist in planning and training processes and provide appropriate standards and guidelines for plan development.

Applies to public universities, public community colleges, and independent not-for-profit or for-profit higher education institutions located in Illinois.
