Amends the Check Cashing Act to add a definition of "casino-based electronic check acceptance service" as check-guarantee, check-acceptance, check-co-signing, or check-risk-management services performed by financial service firms in connection with riverboat gambling transactions or facilities within 1,000 feet of a riverboat.

Prohibits casino-based electronic check acceptance services from recovering treble damages from persons who write dishonored checks for use in casino-based transactions.

Applies to transactions involving checks on riverboats subject to the Riverboat Gambling Act or in associated facilities.
