Defines "Tier 1 construction or demolition debris soil" as contaminated soil from construction/demolition activities that does not exceed residential Tier 1 remediation objectives and is free of landscape waste.

Expands the definition of "pollution control facility" to include any site or facility accepting Tier 1 construction or demolition debris soil as fill material.

Requires owners and operators of Tier 1 debris soil fill operations to develop and implement Receipt Control Plans (including visual inspections and instrument screening) and Engineered Control Plans (including land use restrictions and groundwater monitoring).

Requires written certification from the site owner that soil qualifies as Tier 1 debris soil before use as fill material in quarries, mines, or other excavations, with supporting documentation and lab analysis requirements.

Authorizes the Illinois EPA to enter into intergovernmental agreements with municipalities over 1,000,000 population for removal and reuse of soil within municipal boundaries, subject to public notice and hearing requirements and specific contamination limits.
