Amends the Court of Claims Act Section 8 to add deliberation period requirements for claims under the Line of Duty Compensation Act and Illinois National Guardsman's Compensation Act.

Line of Duty Compensation Act claims must be heard and determined within one year after the application is filed with the Court.

Illinois National Guardsman's Compensation Act claims must be heard and determined within one year after the application is filed with the Court.

Maintains existing Court of Claims jurisdiction over claims against the State including statutory claims, contract claims, wrongful imprisonment claims, tort claims, recoupment claims, Crime Victims Compensation Act claims, and Administrative Procedure Act expense claims.

Takes effect upon becoming law.
