Exhibition or depiction of harmful materials to minors is a Class A misdemeanor for first offense and Class 4 felony for second or subsequent offense.

Exhibition or depiction of sexually explicit video games to minors is a petty offense with a maximum $1,000 fine.

Amends sections 11-21, 12B-15, 12B-20, and 12B-30 of the Criminal Code of 1961 to add "exhibits to" and "depicts to" language regarding distribution of harmful materials and video games to minors.

Retail sales clerks are exempt from violation unless they have complete knowledge the purchaser is a minor and sell or rent with specific intent to do so.

Requires retailers selling video games to post signs in 36-point type (minimum 18 by 24 inches) notifying customers of the Entertainment Software Ratings Board video game rating system.
