Changes the short title of the act from "Brominated Fire Retardant Prevention Act" to "Toxic Fire Retardant Prevention Act" and adds definitions for "Agency" (Illinois Environmental Protection Agency) and "Brominated flame retardant."

Prohibits manufacturing, processing, or knowingly selling products containing decaBDE beginning January 1, 2011, including mattresses, furniture with textile components, televisions, computers, and electronic devices with decaBDE in exterior casings.

Exempts from the prohibition recycled materials, used products sold by non-dealers, vehicles and vehicle parts, medical devices, and replacement service parts manufactured before the act's effective date.

Requires manufacturers to notify retailers and distributors of the act's requirements no later than January 1, 2010, and mandates that manufacturers unknowingly producing prohibited products must recall them and reimburse purchasers.

Allows the Illinois Environmental Protection Agency to participate in establishing a regional, multistate clearinghouse to coordinate education, outreach, hazard assessments, and other activities related to administering the act.
