Amends the School Code Section 30-14.2 regarding MIA/POW scholarships for dependents of eligible veterans or servicepersons.

Expands the definition of "eligible veteran or serviceperson" to include individuals who entered service as residents of another state, later became Illinois residents, and subsequently joined the Illinois National Guard or U.S. armed forces reserves while residing in Illinois.

Maintains existing scholarship benefits of 4 calendar years of full-time enrollment (including summer terms) at state-supported Illinois institutions of higher learning, with exemption from tuition and most fees.

Applies effective immediately upon passage.
