Creates the Illinois Clean Car Act establishing vehicle emission standards for nonattainment areas by adopting California's Low Emission Vehicle Program standards under federal Clean Air Act Section 177, effective for 2012 model year vehicles and beyond

Requires all new passenger cars and light-duty trucks sold or registered in Illinois beginning with model year 2012 to meet California emission standards for nonmethane organic gases (NMOG), nitrogen oxides (NOx), carbon monoxide (CO), formaldehyde (HCHO), and particulate matter (PM)

Mandates vehicles receive California Air Resources Board (CARB) Executive Order certification before sale and requires manufacturers to conduct compliance testing, assembly line testing, and submit annual fleet average emissions reports to the Illinois Environmental Protection Agency

Exempts 13 categories of vehicles including emergency vehicles, military vehicles, model year 2011 or earlier vehicles, and vehicles titled outside Illinois, with certification requirements delegated to CARB rather than state testing

Requires manufacturers to warrant vehicle compliance and extend California recall campaigns to Illinois vehicles, with the Illinois Pollution Control Board adopting amendments to keep the program identical to California's regulations, and the agency submitting annual reports to the General Assembly on emissions reductions and fuel savings
