IL HB0433

Creates a new offense of strangulation under 720 ILCS 5/12-37, defined as knowingly or intentionally impeding normal breathing or blood circulation by applying pressure to another person's throat or neck.

Establishes strangulation as a Class 4 felony under standard circumstances.

Elevates strangulation to a Class 1 felony if the offender used or attempted to use a dangerous instrument, caused serious bodily injury, or has a prior conviction for strangulation in Illinois or any other state.

Takes effect immediately upon becoming law.
