Amends the Illinois Vehicle Code to regulate automated traffic law enforcement systems (red light cameras) that record vehicles entering intersections against red signals.

Prohibits counties and municipalities from using automated enforcement systems to record vehicle speeds; regulation of speed enforcement systems is an exclusive state power.

Requires written notice of violations be mailed to registered vehicle owners within 30 days of Secretary of State notification, but no later than 90 days after violation, including recorded images and violation details.

Imposes civil penalties not exceeding $100 per violation plus up to $100 additional penalty for late payment; violations are not recorded on driving records and do not count as traffic regulation violations.

Applies only to Cook, DeKalb, DuPage, Kane, Lake, Macon, Madison, McHenry, McLean, St. Clair, Will, and Winnebago counties and their municipalities.
