State Board of Education must establish a standard student expulsion policy that applies to all Illinois school districts.

School districts' pupil discipline policies must conform to the state's standard student expulsion policy established under the new Section 2-3.148.

School boards must furnish a copy of the district's pupil discipline policy to parents or guardians within 15 days after the beginning of the school year or within 15 days after a student transfers into the district, and must require schools to inform students of the policy contents.

School boards must include provisions in student discipline policies to address students at risk for aggressive behavior, including bullying, with procedures for notifying parents and implementing early intervention based on available community and district resources.

Parent-teacher advisory committees must develop policy guidelines on pupil discipline including school searches, reciprocal reporting systems with law enforcement, and school bus safety procedures incorporated into the district discipline policy.
