IL HB0463

Amends the Unified Code of Corrections to impose internet restrictions on sex offenders on parole, mandatory supervised release, probation, or supervision for offenses committed on or after the bill's effective date where a computer or internet-capable device was used to facilitate the crime.

Requires offenders to: (1) obtain prior written approval before accessing computers or internet devices, except for employment-related use; (2) submit to periodic unannounced examinations of their devices; (3) install monitoring software at their own expense; and (4) comply with other restrictions imposed by the Prisoner Review Board, Department of Corrections, or court.

Applies to offenses under Sections 11-6, 11-9.1, 11-15.1, 11-20.1, 11-20.3, and 11-21 of the Criminal Code and sex offenses qualifying under the Sex Offender Registration Act where the trier of fact found that internet-capable devices facilitated the offense.

Defines "computer" and "Internet" using specific technical standards based on Internet Protocol (IP) and TCP/IP communications protocols.
