Amends the Illinois Municipal Code Section 11-15.1-2.1 regarding annexation agreements and municipal jurisdiction over annexed property.

Property subject to annexation agreements is generally under the annexing municipality's full ordinances, control, and jurisdiction as if within corporate limits, except in specific counties with population thresholds.

Exempts counties with population over 3,000,000, counties bordering counties with population over 3,000,000, and counties with population over 246,000 bordering the Mississippi River, unless parties own or control all contiguous property at time of agreement signing.

In Boone, Champaign, DeKalb, Grundy, Kankakee, Kendall, LaSalle, Ogle, and Winnebago Counties, property within 1.5 miles of municipality boundaries is under municipal jurisdiction; property beyond 1.5 miles requires county board approval by two-thirds vote to remain under municipal jurisdiction.

Allows municipalities to request jurisdiction on a case-by-case basis for properties where county board retained jurisdiction, requiring majority county board approval.
