Amends the Metropolitan Water Reclamation District Act to increase the emergency purchase threshold from $25,000 to $50,000 for supplies, materials, equipment, or services needed to meet operating emergencies.

Allows the executive director to authorize district officials and employees to purchase items in the open market without public advertisement when the amount does not exceed $50,000 and the director of procurement and materials management is notified.

Requires a full written account of any emergency purchase to be submitted immediately to the executive director and made available for public inspection for at least one year.

Emergency purchases under this provision are not dependent on a formal declaration of emergency by the board of trustees.

Takes effect upon becoming law.
