Extends the repeal date of the Illinois Architecture Practice Act of 1989 from January 1, 2010 to January 1, 2020 in the Regulatory Sunset Act.

Makes it unlawful to affix an architect's seal to technical submissions if it masks the true identity of the person who actually exercised responsible control of the work's preparation.

Removes the provision that invalidated building permits issued with non-conforming technical submissions, and instead protects architects from liability for unauthorized subsequent changes to sealed documents.

Clarifies that the Department of Financial and Professional Regulation (formerly Department of Professional Regulation) is not required to issue certificates or credentials for the title "Architect, Retired."

Increases civil penalties for unlicensed architecture practice and related violations from $5,000 to $10,000 per offense.
