Amends the Clinical Psychologist Licensing Act to establish a new "medical psychologist" certification for doctoral-level psychologists with prescriptive authority for drugs treating mental, emotional, and psychological disorders.

Requires medical psychologist applicants to complete 300+ contact hours of specialized training (neuroscience, pharmacology, psychopharmacology, physiology, pathophysiology, physical assessment, clinical pharmacotherapeutics) within 5 years prior to application.

Mandates supervised clinical experience with a minimum of 100 patients and 80 hours of supervised physical assessment training, plus successful completion of a certifying examination.

Requires medical psychologists to maintain ongoing collaborative relationships with physicians, osteopathic physicians, or nurse practitioners to ensure appropriate medical examinations and medication management for patients.

Makes conforming amendments to the Nurse Practice Act, Pharmacy Practice Act, and Illinois Controlled Substances Act to recognize medical psychologists as authorized prescribers and practitioners within their certification scope.
