Requires hospitals incorporated under the General Not For Profit Corporation Act of 1986 to adopt and publicly post the National Standards on Culturally and Linguistically Appropriate Services (CLAS) recommended by the U.S. Department of Health and Human Services Office of Minority Health.

Mandates the Secretary of State require a hospital to voluntarily dissolve if a court or administrative agency issues a final, non-appealable order finding the hospital provided substandard care to a member of a minority group.

Allows a hospital facing dissolution to continue operating by reorganizing under the Business Corporation Act of 1983 within a timeframe established by the Secretary of State through rule.

Authorizes the Secretary of State to administratively dissolve a hospital that fails to voluntarily dissolve within the required period.

Takes effect immediately upon becoming law.
