Amends the Illinois School Code to establish requirements for schools located in low-income and high violence areas, as determined by the State Board of Education

Requires schools in these areas to employ at least one full-time social worker available for students

Requires elementary schools in these areas to have a gymnasium available for recess and to provide at least one recess period per school day, both in safe areas

Requires all schools in these areas to offer at least one course in art in a safe area

Applies to both regular school districts (Section 10-20.46) and other school governance structures (Section 34-18.37)
