Amends the Code of Criminal Procedure of 1963 to require courts to consider a defendant's annual gross income when setting bail amounts for non-violent crimes.

Defines "gross income" according to Section 61 of the federal Internal Revenue Code and "non-violent crime" as any offense that is not a violent crime under the Rights of Crime Victims and Witnesses Act.

Maintains existing bail determination factors including nature of offense, defendant's ties to the community, criminal history, flight risk, and other relevant circumstances.

Specifies that bail must be sufficient to assure compliance with conditions, not oppressive, and considerate of the accused's financial ability.

Establishes procedures for State's Attorney to request source of bail hearings to investigate whether bail funds derive from legitimate sources or criminal activity.
