Creates the Office of Gang and Youth Violence Policy within the Department of Juvenile Justice to coordinate and assist in strategies preventing violence and gang involvement.

Establishes positions of Director and Chief Deputy Director of the Office to monitor, assess, and coordinate state programs and funding addressing gang and youth violence.

Office shall develop comprehensive recommendations defining its mission, role, and responsibilities through collaboration with community organizations, law enforcement, educators, courts, and policy experts.

Office shall establish an internet website providing hyperlinks to grants related to gang violence prevention and technical assistance on grant applications.

Office must submit a report to the General Assembly and Governor by March 1, 2010, detailing the development process, stakeholders involved, and recommendations for reducing violence and gang proliferation in Illinois communities.
