Amends the Board of Higher Education Act to require minimum admission standards for public community colleges and universities to provide preference for veterans beginning with the 2010-2011 academic year.

Extends preference to persons who served on active duty in the U.S. military or naval service for at least one year and were honorably discharged.

Includes persons currently or potentially serving on inactive or reserve duty in the military or naval service.

Excludes from preference any persons convicted by court-martial of disobedience of orders.
