Raises the competitive bidding threshold for counties with fewer than 2,000,000 inhabitants from $20,000 to $30,000 for purchases of services, materials, equipment, or supplies (excluding professional services).

Increases the threshold for data processing equipment, software, telecommunications equipment, and related services from $25,000 to $35,000, allowing counties to procure these items without advertising for bids when individual orders do not exceed this amount.

Allows county boards to consider whether a bidder is a private enterprise or state-controlled enterprise and may award contracts to private enterprises even if a state-controlled enterprise submits a lower bid.

Permits counties to require contractors and their affiliates to collect and remit Illinois Use Tax on all tangible personal property sales into Illinois, regardless of whether they maintain a physical presence in the state.

Allows county bids and contracts to require certification from bidders that they are not barred from bidding, with the county authorized to void contracts if the certification is false.
