Amends the Illinois Municipal Code to establish a department foreign fire insurance board within fire departments of municipalities with fewer than 500,000 inhabitants that have an organized fire department.

Board shall consist of 7 trustees: the fire chief (by virtue of rank) and 6 members elected at large by sworn department members; minimum of 3 trustees required if insufficient candidates exist.

Board members shall annually elect a chairman and treasurer; trustees make rules for board management and appropriated money, with treasurer providing bond approved by mayor or municipality president.

Extends similar provisions to fire protection districts with organized fire departments employing full-time firefighters subject to collective bargaining agreements.

Exempts the state from reimbursement obligations for implementing mandates created by this amendatory act, effective upon becoming law.
