IL HB0603

Amends the Tobacco Accessories and Smoking Herbs Control Act to prohibit the sale, distribution, or offer for sale of flavored cigarettes in Illinois or to any person in Illinois.

Defines "flavored cigarette" as any cigarette product containing a natural or artificial additive that causes it to have a characterizing flavor other than tobacco or menthol, including fruit, candy, chocolate, vanilla, honey, sugar, nut, mint, cocoa, dessert, soft drink, alcoholic beverage, herb, or spice flavors.

Establishes that flavored cigarettes present a significant threat to public health and minors because survey evidence shows minors are more likely to choose flavored cigarettes, leading to increased tobacco use and addiction.

Adds new offense provision (Section 4(a-6)) making it illegal for any person to knowingly sell, distribute, or offer for sale or distribution flavored cigarettes in the state.
