Amends the Environmental Protection Act to modify annual permit fees for NPDES (National Pollutant Discharge Elimination System) discharges and sludge permits, effective beginning July 1, 2003.

Establishes tiered fee structure for publicly owned treatment works and domestic sewage facilities ranging from $500-$50,000 annually based on design average flow rates and facility capacity.

Creates new fee categories for construction site stormwater permits: $500 for applications received before January 1, 2010; $250-$750 for applications received on or after January 1, 2010, based on acreage disturbed.

Sets annual fees for sludge generator permits at $2,500 and sludge user permits at $5,000 for activities involving land application of sludge.

Establishes the Illinois Clean Water Fund as a special fund in the state treasury to receive all collected fees and interest penalties, with moneys to be used for the Agency's clean water activities.
